Fairway, bridge and lock components are scarce resources allocated successively to different traffic schedules. The actual model is solved as a resource allocation problem.

Drawbridges and locks are modelled as hierachical parallel finite state automata (HPFSM). A great deal of the modelling consists of optimal path searching in (parallel) state diagrams.

The model contains a lock filling optimiser to guarantee as many vessels as possible to participate in lock operations.

The figures below shows the HP-FSM for the Zemst lock (3 door-set lock).
